Safeguarding Offshore Infrastructure: Exclusive Insights at Wind Finland Offshore 2025

As global tensions rise and critical infrastructure becomes an increasingly strategic asset, the need to protect what lies above and beneath our seas has never been more urgent. At Wind Finland Offshore 2025, industry leaders, strategists, and innovators will come together to explore the pressing challenges and promising solutions surrounding offshore infrastructure security.

A Spotlight on Geopolitical Tensions and Maritime Vulnerabilities

We are honored to have Michel Rademaker, Deputy Executive Director and co-founder of The Hague Centre for Strategic Studies (HCSS) as a speaker at our event with a powerful presentation about ”The Sea Infrastructure is Under Attack — And So Is Our Security.”

Drawing on decades of experience in strategic security, military operations, and international collaboration, Rademaker brings unparalleled depth to the conversation on global risks. With a background that includes 15 years in The Royal Netherlands Army, including service in the former Yugoslavia, and a decade at TNO as NATO RTO project leader, his perspective is both strategic as well as operationally focused.

In his presentation, Rademaker will explore the escalating risks facing underwater and offshore infrastructure, from cyber and hybrid threats to physical sabotage — phenomena no longer rare but recurring. He will outline the evolving geopolitical and geo-economic dynamics playing out in maritime domains, particularly the Baltic Sea, where undersea communication cables have become targets of suspected sabotage. More information on what HCSS does on Maritime Security see: https://hcss.nl/report/high-value-of-the-north-sea/, https://hcss.nl/report/rough-seas-ahead-maritime-trends-and-scenarios-until-2050/ and https://hcss.nl/news/seabed-security-hcss-guest-paper-series/

His talk will highlight both the geopolitical situation, the opportunities for collaboration and practical steps for building cooperative maritime security policies. From enhanced information sharing to joint response protocols, his insights offer a roadmap for strengthening resilience in a time of growing uncertainty.

A prolific speaker and author, Rademaker is a leading voice in European and international security forums. He has contributed to initiatives with NATO, Europol, and the CyberPeace Institute, and was instrumental in founding the Hague Security Delta and the Hyderabad Security Cluster. His address at Wind Finland Offshore 2025 promises to be an eye-opening moment in the dialogue on offshore infrastructure protection.

Innovation Meets Action: Sensor Fusion and Autonomous Security Response

Project Technology & Development Manager Laurens Goossens from Marlinks/ Virya Energy will share firsthand lessons from Belgium’s wind farms. His talk, ”Lessons Learned from Sensor Fusion in the Belgian Wind Farms”, offers a behind-the-scenes look at real-world demonstrations, such as intercepting unauthorized vessels and conducting seabed inspections using unmanned systems. These pioneering efforts in sensor integration and automated threat response offer valuable insights for infrastructure operators worldwide.

Field-Tested Security: Real-Life Applications from the Baltic Sea

Regional Manager Anders Wiklund from OX2 will present ”OX2 Security Concept – IRL Test and Outcome.” In autumn 2024, OX2 implemented a next-generation surveillance solution at their offshore wind farm near the Åland Islands. Wiklund will share how the system was deployed, the outcomes of the real-life testing, and what the project revealed about collaboration potential with public authorities.
